- 3 Tbsp. fish sauce (divided)
- white peppercorns (freshly ground, to taste)
- 3 Tbsp. vegetable oil (divided)
- 2 Tbsp. coconut vinegar (see notes above)
- 1/4 cup Thai basil (chopped, plus more later)
- 4 cloves garlic (thinly sliced)
- 2 bunches green onions (about 8, white bottoms chopped and green parts cut into 1 inch pieces)
- 1 bell pepper (small sweet, thinly sliced)
- 4 oz. sugar snap pea pods (ends removed)
- 2 tsp. coconut syrup (or 1 T white sugar, see notes above)
- 3 cups Thai basil leaves (lightly packed)
- chile peppers (chopped thai pickled bird, see notes above)
