- 1 lb. lean ground beef
- 1/4 tsp. salt
- 1/4 tsp. ground black pepper
- garlic powder (to taste)
- 1/2 cup chopped green bell pepper
- 26 oz. pasta sauce
- 3/4 cup sour cream
- 1/2 cup chives
- 4 oz. cream cheese
- 1 1/2 cups shredded cheese

Directions
- ** Note: you can use cream cheese and chives OR what I did was get the Philadelphia chive cream cheese. So good!
- Bring a large pot of lightly salted water to a boil. Add pasta and cook for 8 to 10 minutes or until al dente; drain.
- Preheat oven to 350 degrees F (175 degrees C).
