I had to use beef shanks because my local grocery store didn't have oxtails. The meat turned out tough. It didn't fall apart like most meats cooked in a slow cooker. Other than that, I added a bit of Worcestershire sauce and soy sauce to help the flavor along with a spoonful of beef base, as it was a bit bland for my taste. I think it would be better if you used short ribs. A bit of tweaking, and it could be a lot better.
