- 1 cup fresh cilantro leaves (packed)
- 2 Tbsp. Cotija cheese (can substitute Parmesan cheese)
- 1 tsp. fresh minced garlic
- 1 Tbsp. vegetable oil
- 1 tsp. white vinegar (white wine vinegar is fine)
- 3 tsp. lime juice (freshly squeezed)
- 1/2 cup mayonnaise
- 1/4 tsp. salt
- 20 freshly ground black pepper (turns)
