- 1 cup roasted red peppers (drained and finely diced)
- 1/2 tsp. cayenne powder
- 1/2 tsp. kosher salt
- 1/2 tsp. freshly ground black pepper
- 4 cups all-purpose flour (plus more for dusting)
- 4 tsp. baking powder
- 1 tsp. baking soda
- 1 tsp. salt
- 12 Tbsp. unsalted butter (cold, cut into small pieces, plus more for greasing)
- 1 1/2 cups buttermilk (cold)
- 1/2 cup heavy cream
- 2 tsp. freshly ground black pepper (not super fine and not coarse, somewhere in between)
