- 2 cups virgin olive oil (extra-, more or less, as needed)
- 1/2 tsp. red chili flakes
- 1/2 tsp. fennel seeds (whole)
- 1 tsp. pink peppercorns (optional)
- 2 strips lemon zest (peeled with a vegetable peeler with as little white pith as possible)
- 2 bay leaves
- 3 sprigs fresh thyme
- 2 garlic cloves (cut in half lengthwise)
