- 1/2 head savoy cabbage (thinly sliced)
- 3 Tbsp. cilantro (minced)
- 2 lb. shrimp (peeled, deveined and divided)
- 2 stalks celery (chopped)
- 2 medium eggs
- 1 Bird's eye chili (seeded and chopped)
- 3 Tbsp. soy sauce
- 1/4 cup panko
- 1 Tbsp. finely grated lemon zest (from 1 lemon)
- 1/4 cup chopped parsley
- 1/4 cup scallions (chopped)
- kosher salt
- freshly ground black pepper
- 3 Tbsp. vegetable oil
- 6 potato slider buns
