- 1/2 cup merlot (or Burgundy or other strong red wine)
- 1/2 cup red wine vinegar
- 3 cups water
- 1/2 cup brown sugar
- 3 Tbsp. fresh garlic (coarsely chopped)
- 3 Tbsp. kosher salt
- 1 Tbsp. dry mint
- 1 Tbsp. tarragon
- 2 Tbsp. basil (dry)
- 1 Tbsp. oregano (dry)
- 1 tsp. freshly ground black pepper
- 28 oz. tomatoes (1 can, whole)
- 14.5 oz. beef broth (1 can)
- 4 Tbsp. tomato paste
- 1/2 bunch fresh Italian parsley
- 1 lb. rigatoni (or your favorite pasta, dry)
- 1/4 cup extra virgin olive oil
- 2 onions (medium, sliced into thick half slices)
- 4 bell peppers (assorted, cut into thick strips, red, green, orange and yellow)
- 1 tsp. kosher salt
- 1/2 tsp. freshly ground black pepper
- Parmesan cheese (for serving)
