- 2 scallions (green onion, root ends trimmed and cut into 2-inch pieces)
- 3 cloves garlic (smashed)
- 2 inches ginger (piece of, peeled)
- 1/2 tsp. Chinese five spice powder
- 1 pinch red pepper flakes
- 3 lb. boneless beef short ribs (cut into ½-inch thick slices)
- 2 Tbsp. rice cooking wine (Shaoxing wine – see notes)
- 1/2 cup soy sauce
- 4 cups water (or homemade beef or chicken broth – see notes)
- 1 1/2 lb. daikon radish (peeled and sliced into 1-inch thick half-moons)
