- 5 Tbsp. vegetable oil (plus some for drizzling)

- freshly ground pepper
- 1 large red onion (chopped)
- 3 garlic cloves (chopped)
- 1 jalapeno (chopped)
- 1 red bell pepper (cored, seeded, and chopped)
- 1 Tbsp. dark brown sugar ([I used Splenda, mostly because it’s what I had on hand.])
- 1 1/2 cups vegetable stock (or broth [I really prefer the flavor of stock over the flavor of broth.])
- 1 Tbsp. chili powder (a palmful)
- 24 oz. halibut fillets (1½ pounds)
- 1/4 cup fresh cilantro leaves (a generous handful, chopped)
- 2 limes
