- 1 tsp. chips (Saigon cinnamon)
- 2 slices licorice root (dried sliced)
- 2 whole star anise (pods)
- 12 cloves garlic
- 1 bunch scallions (white parts only; save green parts for garnish, optional)
- 3 Tbsp. red chili powder (ground, such as Kashmiri red pepper powder)
- 3 Tbsp. red chili flakes (such as Kimchi chile flakes)
- 1/2 cup roasted garlic (dried, optional)
- 1 lb. ground chicken
- 3 dashes white peppercorns (ground, about 1/8 tsp)
- 1/4 tsp. sesame oil
- 2 Tbsp. soy sauce
- 3 Tbsp. Chinese rice wine (Shaoxing rice wine)
- 1 tsp. salt
- 1/2 cup cilantro (chopped)
- 1/2 cup green onions (chopped)
- wonton wrappers (homemade or store-bought, see note)
- 4 Tbsp. chili oil (see above)
- 1 Tbsp. soy sauce
- 1/8 tsp. sesame oil
- 3 cloves garlic (minced)
- 1/4 cup cilantro (chopped)
- 1/2 tsp. salt (or to taste)
