- 32 oz. vegetable broth

- 1 clove garlic (grated)
- 1 scallions (full bunch of)
- 3 stalks celery
- 2 cups milk
- 1/2 cup heavy cream (optional but worth it :)
- 4 cups shredded cheddar cheese (12 ounces, reserve some for garnish, optional)
- 1/3 cup flour
- salt
- pepper
