Combine the uncooked pasta, whole milk, evaporated milk, mustard, salt, pepper, paprika, garlic powder, and onion powder in the slow cooker. Drop the cream cheese by large spoonfuls into the bowl. Stir to combine.
PRO TIP Evaporated milk keeps the sauce from separating, and gives it a deliciously creamy texture.

Cover the slow cooker and cook on high for 1 hour. Stir well, then continue cooking until the pasta is al dente, about 1 hour.

Pour the panko into a medium frying pan. Drizzle with the olive oil and sprinkle with salt. Cook over medium heat, stirring occasionally, until crumbs are lightly golden, about 4 minutes. Sprinkle with the paprika and continue cooking, stirring, until crumbs are crisp, about 2 minutes. Set aside.

Cut the kielbasa into 1/2-inch-thick rounds, then cut them in half crosswise. Add the kielbasa, whole milk, cheddar cheese, and gouda cheese to the slow cooker and stir to combine.
PRO TIP Customize your mac 'n' cheese! Instead of gouda, you can use havarti, fontina, provolone, or more cheddar if you prefer.

Cover the slow cooker and reduce heat to low. Continue cooking until pasta is cooked through and cheese is fully melted, 30-45 minutes.
