- 2 Tbsp. brown sugar
- 1 tsp. ground cinnamon
- 1 tsp. turbinado sugar (optional, sugar in the raw)
- 2 1/2 cups unbleached all purpose flour
- 1 1/4 cups brown sugar (I used dark brown sugar but either is fine)
- 1 cup old fashioned oats
- 1 tsp. baking soda
- 1 tsp. salt
- 1 tsp. canela
- 1 cup whole milk
- 1 tsp. white vinegar (or lemon juice)
- 1 tsp. vanilla extract
- 1/2 cup vegetable oil (or canola)
- 1 egg (lightly beaten)
- 2 cups rhubarb (chopped - reserve 1/4 cup for topping)
