- 1 tsp. lemon zest
- 1 tsp. vanilla extract
- 1 stick butter (melted, 9 tablespoons)
- 3/4 cup brown sugar
- 1/2 cup rolled oats (old-fashioned whole-, not quick cook or instant)
- 3/4 cup flour (all-purpose)
- 1/4 cup powdered buttermilk
- 1 pinch salt
- 1/2 cup powdered sugar
- 2 Tbsp. powdered buttermilk
- 3 drops milk
