Finely chop the celery, scallions, and bell pepper. Finely chop the tomatoes and set aside. Mince the garlic.

Set a Dutch oven or other ovenproof pot over medium-high heat. Add the sausage and cook, stirring occasionally with a wooden spoon to break up the sausage, until it begins to render some fat, about 2 minutes.

Reduce heat to medium. Add the celery, scallions, and bell pepper. Cook until meat is browned and the vegetables are tender, about 10 minutes.

Add the paprika, thyme, oregano, cumin, dry mustard, cayenne, brown sugar, and minced garlic to pot. Cook, stirring, for 30 seconds. Stir in the rice, breaking up any clumps. Add the red beans, tomatoes, heavy cream, salt, and black pepper. Continue cooking 1-2 minutes longer, stirring to mix all the ingredients.
PRO TIP Use leftover cooked rice or buy it precooked.

Turn off the heat. Sprinkle the shredded cheese evenly over the top of the dish.

Bake the casserole on middle rack of oven until the cheese is melted and lightly browned at the edges, 12-15 minutes.
