I was looking for a kheer recipe that would be just like the lovely dessert I used to get at my favorite Indian recipe. This is close but not quite. It is thick and creamy with the right sweetness, but I would up the cardamom just a bit (maybe 3/4 tsp) as that it what sets kheer apart from plain old rice pudding. You couldn't really taste it. In all fairness, I didn't use the rose water - what the heck is it and where do I find it?!
