- 3 scallions (cut on an angle into 2-inch pieces)
- 2 tsp. fresh garlic (minced)
- 3 Tbsp. fermented black beans
- 1 red bell pepper (cut into 1x2-inch pieces, about 1½ cups)
- 1 Tbsp. Shaoxing wine
- 3/4 tsp. sugar
- 1/3 cup hot water (or chicken stock)
- 1 tsp. cornstarch (mixed with 1 tablespoon water)
