- 1/4 cup tapioca starch (Expandex modified)
- 1 tsp. kosher salt
- 2 tsp. baking powder
- 2 tsp. sugar
- 2 Tbsp. vegetable shortening (melted or neutral oil, like canola or vegetable oil)
- 1/4 cup milk (at room temperature, any kind, just not nonfat)
- 1/2 cup lukewarm water (plus more by the teaspoon as necessary)
