- 1 fronds (medium fennel bulbs, trimmed, halved, and core trimmed)

- 12 fresh mint leaves (medium, torn just before using)
- 3/4 cup flour (unbleached all-purpose, or rice flour)
- 1 1/2 tsp. baking powder
- 1 cup lager beer (chilled)
- 1 lb. cod (or another firm, flaky fish like hake, haddock, or perch, cut into 4 pieces)
- 1/2 cup cornstarch
- burger buns (brioche, for serving)
- bibb lettuce (or boston, for serving)
