- 2.5 oz. rice flour
- 1/4 tsp. salt
- 10 floz water
- 4 oz. dried shrimps (or more if you like more, soaked in water until soft, discard the water and finely chopped)
- 4 cloves garlic (peeled and very finely minced, or use grater to grate the garlic)
- 1/2 Tbsp. sugar
- 2 Tbsp. cooking oil
- 5 red chili (stemmed, slit into half and seeded and finely chopped. Wear gloves when you work with the red chili)
- 3 stalks green onion (finely chopped)
- 1 cup fried shallots (you can make your own or use a store-bought)
