- 2 Tbsp. fish sauce (depending on the brand of fish sauce and your taste)
- 1 tsp. caramel sauce
- 1/2 tsp. kosher salt
- 1 Tbsp. sugar
- black pepper (to taste)
- 2 scallions (chopped)
- 2 Tbsp. sugar
- 2 Tbsp. water
