- 1 Tbsp. chiles (finely chopped, seeds removed)
- 3 bay leaves (dried, thinly sliced)
- 2 tsp. sea salt
- 2 cups white wine vinegar
- 4 1/4 lb. char fillets (Arctic, bones removed and cut into 5-ounce pieces)
- 3 lemon (or fresh bay, leaves)
- 1/2 cup golden raisins
- 1/2 cup coarse salt
- 1 head red cabbage (thinly sliced)
- 2 red apples (julienned)
- 2 celery (ribs, trimmed and finely chopped)
- 2 Tbsp. fresh flat leaf parsley (chopped)
- 2 Tbsp. chopped fresh mint
- 2 Tbsp. chopped fresh cilantro
- cilantro leaves (Fresh, for garnish, optional)
- 3/4 cup all purpose flour
- 1/2 cup vegetable oil
